At the moment we have the worst combination of low enforcement levels and weak punishment, the best example of the latter being not issuing driving bans once 12 points accumulated. Sorry but if you or your family absolutely rely on your car to a massive degree then drive within the law

And IMO the best example of the former is how much reliance is placed on social media to illustrate (exaggerate?) the level of enforcement.

cultural attitudes - Netherlands drivers towards cyclists - more care in giving sufficient / plenty of space when passing.

A combination of measures and high levels of enforcement.
