Update, 4pm, July 26: the ministerial role for Heaton-Harris has yet to be decided. For instance, instead of being the replacement for Ellis he could take Jo Johnson's role as rail minister. The Department for Transport also announced George Freeman as a minister, and he lists cycling as one of his interests.
