I'm not sure this fairly obscure change in the law will have much effect in practice. To the extent that it does, it might well be positive, by making Highway Authorities paint double yellows in cycle lanes. This would be an improvement because the meaning of double yellows is universally known and there is a slightly higher (ie a bit more than zero) chance of enforcement, compared to the situation of mandatory cycle lane with no yellow lanes.

If you get DYLs they are more likely to be enforced than a mandatory cycle lane. Local authorities can't just paint DYLs.

DYLs need TROs which need public consultation before they can go ahead. Additional financial cost and upsetting the motoring public, there's no quick fix here.
