The problem is that most parking issues require a police officer or parking warden to enforce them. Those are Police service matters. But, with a single Police Force for Scotland, with budget cuts, they don't do parking any more. So councils don't get anyone to deal with parking.

Plenty of parking wardens in Dundee. To my shame I got a parking ticket a couple of years ago, when I'd misread the amount owed on a pay & display and was parked for longer than my allowed time. So some of them at least are getting folk to deal with parking.

Yes councils can fine you for overstaying or not paying in car parks. if you’re parked on double yellows then that’s a traffic offence which the police should deal with but rarely do.
As I was nearly run over once having to step out onto the road, because of large vans illegally parked on yellows , into traffic to see if it was clear. I’m hoping this new act sorts this problem.

Hello all, Quite why no council has take up my suggestion for curbing on pavement parking - Landmines under every first flag of the pavement, free wheel chairs for all survivors!
Street masons would have to be careful with their Beetles . . But one thing which I would like the Scottish Parliament to address is the banning of Tricycles being carried on the Rail Network. For certain my tricycle qualifies as a wheelchair on the English & Welsh system. I have never managed to get a decent answer from Scotrail.
I can occupy no more than the space stated in the regulations. My desire is to travel up to Thurso, then cycle around the Orkneys. TTFN MM

Although the exemption only applies if a gap of 1.5m is left between the vehicle and the edge of pavement. So any vehicle blocking the pavement can be dealt with without a 20 minute wait. But I agree it will all be in the enforcement.

I don't have a dog in the fight but I imagine many inner city streets will have problems accomodating residents cars if this is enforced strictly. And residents vote. So an interesting one.
