you also have to have a driving licence?
I am waiting for the first prosecution of private riders - no driving licence, no insurance no.

If motor vehicle insurance, then not just any T D or H can just rock up and mount one, you need to have a Motor Vehicle Licence so you can be insured.

how are they going to be rented out? not in the same way as ebikes since they need to check you HAVE a driving licence? all rather strange

Whilst cycling to work today I was travelling along a flat section of road at 35kph when I was passed by someone riding an e-scooter along an adjacent footpath.
He quickly left me behind.
Unfortunately these individuals on illegal scooters set a bad example.

simple. INSURANCE. The rental companies have to provide insurance. How many private riders have insurance. I bet none?
If they were declared legal, wouldn't it be covered under most household insurances' public liability clauses, same as cycling? At the moment, I think it's the illegality which excludes it from most cover.

Indeed. On a couple of trips recently, I've encountered scooters of various types travelling at 12-20kph on local cycleways, some legal and some not. I've no problems with them used at that sort of speed. Ironically, the legal ones (mobility scooters) are bigger than most of the illegal ones and would leave a bigger dent on a walker or cyclist in a collision.
Set a speed limit and then it should be simple for someone to sit near a pinch point with a speed gun and impound the illegally-fast ones.

And that is the problem.
It's a policing matter that needs the law enforcing,£100 and confiscate the machine ought to set the FB crowd a jangle.

The vehicles, which are banned on pavements, are limited to 11.5mph and cost £2 to hire for 20 minutes.

I think the speed may be a misprint, the DfT info still says 15.5mph.
I'm not sure how the cost compares for an urban journey of 3 to 4 miles by other transport, such as a bus. I, personally, rarely catch them (but that is as much due to it being quicker to go to town by bike as anything else).

The whole video is of e-scooters being demonstrated on the pavements and footway which is NOT allowed in the terms of the trial. Why haven’t Middlesbrough police prosecuted the lot of them - wont be difficult to identify at least one of them, its the City mayor! (And by the way I am a supporter of e-scooters for use on roads, I will probably buy one once they are legally able to be used).

I'm thinking of a scenario(there will be very similar ones) where normally someone uses their car to get to work which is a 30 or 40mile round trip with parking fees in the city costing £7 to £10 per day.They'de like to use rhe train but it's a bit of a daily walk of a couple of miles each way from the train station to the office.
In such a situation(and many many more like it)a £4 a day e-scooter fills the gap nicely.
Another scenario would be sightseers travelling from one attraction to the next.
There must many other uses.
That said I can see the major problem being most of the hire fleet being nicked or thrown into any available river of lakenthat comes to hand,unless there are fool/thief proof docking stations dotted about the city.

yes they will get nicked. There is a guy opposite me who has clearly nicked a Santander London cycle, I am sure he dont keep one parked away where he lives in his own docking station

What's worse is that the e-scooters have heavy metal batteries in them which will damage water courses,also they maybe nicked for the batteries to be stripped out of them and sold on.
