Government gag on charities?

I can't think of anywhere else to put this. It's occurred to me that David Cameron's government announced it would stop recipients of government funding using the money to campaign against government policy.

I suspect it was only a way of formalising what already happened behind the scenes and also gaining support among backwoodsmen.

It might explain why cUK seems so keen to go along with the current Highway Code review.

Perhaps there's somebody more attuned to the charity sector than I am who can outline the current set up.
