The Humber Bridge Board is not a Public Authority within Schedule 1 and therefore not subject to the Freedom of Information Act 2000.

Plans were announced on 26 December 2009 to construct a suicide barrier along the walkways of the bridge; design constraints were cited as the reason for not installing barriers during the construction of the bridge.[34]

The barriers were provided as part of a trial and installed on the fixed bridge approach to the suspension bridge. A review of the trial highlighted that this type of barrier may result in increased wind on the main suspension bridge and therefore was not progressed.
I suspect something like school fencing may be less subject to high winds, could be lighter/cheaper and may deter to a limited extent. May be worth investigating. Modification to standard design may provide a feasible option. Ice build up could be a problem also, does this happen with school fencing?

School fencing eh?
What's happened to the world?

Primary school, we had stone walls maybe 3ft high. We often used to climb on them and sit on the top.
Secondary school we had a hedge at the front by the road, and nothing other than woodlands to the rear.

The chance of it ever existing at all is far too small to be worried about any detailed design features.

Didn’t stop BJ blowing £80 million on a garden bridge which was never built. Whenever these nonsense stories appear we have to look around and think what else is going on.
