Appears an easy solution doesn't mean it's actually effective. As pointed out in the link, the Dutch cycling renaissance was already well in progress by the time the law was introduced, and it had happened because of infrastructure.

This is basic HSE hierarchy of controls stuff. Administrative controls and ppe are least effective and last resorts.

The main reasons for doing this are not HSE-related.

What do you think of the other benefits that have been discussed?
