I saw this in the schedule also but Mike Sales beat me to it. I have set my programme recorder going.
Who is Steph McGovern? I have never seen any of her shows but she sounds like a smart cookie.

I don't think it was a programme that set out to draw any conclusions. Rather it was an interesting romp through the social history of hi-vis and its wearing, symbolism etc. A few comments from a cyclist very capably identifying the tension between its wearing and transferral of responsibility away from the drivers of other vehicles.

It was about the social Implications of situations in which hi-viz is worn.

When I was unemployed years ago I cycled to the job centre. I was wearing a hi-vis gilet and the job centre advisor thought I'd come in off a building site and forgotten to take it off - seriously - he thought I was claiming the dole and working at the same time - or, well, he didn't really think that but he was suspicious that I might be! I actually needed to explain to him why I was wearing it.
Or to put it another way, he was dumb enough to think he was being clever!

I hear Patel and Johnson propose using hiviz to publicly shame yobs being made to clean the streets.

Jack Straw did this in 2008. It didn't work then and I can't see it work now except in the vindictive and punitive minds of these two rather unpleasant politicians.

Former Home Secretary, Charles Clarke came up with the named officer thing although he used the term "Bobby" but the rest of what he said made it clear he meant PCSO. There are people with that type of knowledge but IME they are rare.(Boris Johnson) said plans for a named police officer for every neighbourhood would ensure that victims of crime could speak to someone who understood the local area.
"What you need is somebody who understands what's going on in your neighbourhood, who understands who the likely miscreants are, who understands whether the thing you are reporting - the crime that you are experiencing - is a one-off or part of a trend," he said.
