Production companies make programes that fit the commissioning guidlines. Some companies make lots of different programmes and some just one.

If the broadcators don't commission cycling programmes the companies dont make them.

So does Sky Commission programmes or do they merely rent out Channels?

There is something called community channel where anybody could have the space.
