Although I think this system would work from a technical standpoint, do you really imagine the stack of evil proto-dictators in charge saying "oh well we *could* track track individuals with this system but we don't need to to check speeds therefore we won't bother" - no. They will bring out some utter nonsense about how it will help to "stop people downloading illegal drugs for terrorists" and push it through anyway.

Well yes, politicians could mess with a simple idea and turn it into something else, but to monitor vehicles in any meaningful way would increase the cost ridiculously. The police are already overstretched. Do you really think that they have the resources to oversee such surveillance. You might say that this could be contracted out to the private sector, but it would still be unaffordable. What's wrong with a technologically simple scheme that would be affordable IMO and certainly cut the costs and damage that motoring in the urban environment causes?
