Road charges and twofold traffic increase by 2015

Sustrans routes and the byways maps I find useful, but for how much longer will they be so if Congestion charging is introduced, AND there is an increase in traffic of 100% by 2015, as predictions suggest?

The increases are across the map not just for the main roads. Even now the summer time traffic
on the unclassified roads is as bad as the B roads 20 years ago. If you use a route for cycling on, you are likely to use it to drive along later
Congestion charging will divert even more to those back roads.

1) Legislate for C/D/U roads to have a speed limit of 20mph, across the country. It might help a little

Other ideas?. Just get a good mountain/ cyclocross bike and forget about useful
travelling. at all?
