If it is a private road it may be intentional.

There's a public park nearby with a 9mph limit on it's roads and paths. 9mph was chosen on the grounds that 10mph would be automatically ignored, the theory being people will pay more attention to a speed limit that's out of the ordinary and think for a few moments before choosing to ignore it .

It's most probably a translation of 30 km/h.
I'd guess it's a large company that have windfarms all over Europe, and it's the same on all their access roads.

Speed limits do not make sense. There is only 1 physical speed limit and that is about 186000 miles per second. (yes, second). So lets examine this a little further. Traveling at this speed will take less than 2 seconds to get to the moon. Compared to the apollo missions which took several days. Traveling at that speed takes about 8 minutes to get to the Sun which isnt bad for 93 million miles. However going a bit further things are a bit problematic. It may only take 4 or 5 hours to get to Pluto (a long drive), but to get to our nearest star to the sun would take 4 years, plus any stops for petrol. If you were to cover 186000 miles every second, you would not even be alive by the time you got out of our own galaxy.

This bring me on to legal speed limits. Its 70 apparently (often even less!). But that number doesnt refer to light years or astronomical units, it refers to miles. Its also the maximum amount of them you can do in 1 hour, not 1 second or even 1 minute. A whole friggin hour! just to do 70 miles! Gives my buttock a headache trying to comprehend such absurdity.

Wouldn't be commercially viable. Not so much the required fuel consumption as the lack of opportunity to sell snacks and duty free from the hostess trolley.

Too high!? Are you saying deep sea submarines should have speed limits? Also mountain passes can be deadly in winter, so high speed limits are needed so as to include them too.
