Do you mean the wee bit after the Three Mariners and you then turn right for the bridge? I would not expect to find a cyclist coming towards me there. If they had come off the bridge or from the riverside cycleway you'd expect them to stay on the pavement over there.
They hadn't just had a session in the Three Mariners had they lol

Only a mile along the road from The Three Mariners and you could indeed turn right over a bridge after using the contra-flow facility.
No pavement by the contra-flow though, so I suspect that's nothing more than one of life's many coincidences and you have some other Three Mariners in mind .

Unfortunately the three mariners (phone autocorrect tried to change it to three self indulgers several times) isn't open at 7:30am. It might help me through the working day if they were. A quick Dutch courage before the hassle of work.
It is that one and the other one on penny street. Lancaster went into cycle ways marked on the road a good few years ago. Probably due to extra funding due to cycling demonstration town status. Not sure they're that good .

Example of contraflow with marked lane, by a garage that has been robustly enforced a few times but still won't learn: http://www.instantstreetview.com/@52.75 ... .14p,0.85z

That looks like a rather fine example - (sadly, the sort of thing that would give Warrington planners the jitters!)
It does need another Except Cyclists plate here though:
