As above - Aldi are currently selling the AA G.B. road atlas for £1.99.
The main feature, it is to a scale of 3 miles to the inch. Plenty good enough for road cycling at this scale. Shows all country lanes but obviously not footpaths or bridleways. I would think, at this price, good enough to strip out the pages you need with your high-lighted route and then dispose of as and when not needed.

I'd either photocopy relevant pages from a previous atlas that the vast majority will have (or one from the library) or my favoured option is to pencil draw pictograms on a bit of paper from a map of all the relevant bits without needing any highlighting.
I just don't see why for cycling buying a bigger atlas to just then rip the pages out and throw them away after use is efficient.

The efficiency could be achieved by not throwing them away during the tour and retaining them for subsequent tours.
I am using up my 2005 and 2006 road atlases in the disposable mode.
The 2017 one could stay intact for a while yet.
