Isn't it just distance covered for 1 rotation of the pedals?

If so then a tape measure will do, or you can get the calculator out.
Front sprocket teeth / back sprocket teeth * wheel diameter in inches.

Or I'm wrong and it's some esoteric thing related to inside leg and pannier size.

At school we learnt 3x7, 4x7, 5x7 etc up to 12x12 = 144

Later I taught myself the 27-times table to calculate gears

It is still in my head beside the magic ratio 1:63,360 and the grid references, here is one of my favourites:

If you treat it as distance travelled for one pedal turn then it is development. I thought the americans used that method. But gear inches is what i've always used ( development / pi) . The way i think of gear inches is that it would be the diameter of the wheel on an ordinary. So 114 inches you can imagine would be a big gear. Clearly you wouldn't have the leg length to pedal such but it gives you a mental picture.

It's easy .........

If you can spin a 100" gear at 100 rpm you'll be doing 30 mph.

Nothing hard about that ....... :D

One bike for everything:
Low 26", high 90"

Yes, it's hilly (or I am weak, or both  )

The Airnimal tourer ranges from 19.7" to 103.9" (10 x3s)
The carbon Peugeot from 33.5" to 126" (35.5" bottom when it has the 36 inner fitted) (11x2s)
The Focus tourer from 31.6" to 112" (11x2s)
The Orbit audax from 33.9" to 112" (10x2s)
The old school Owen Blower race bike 59.2" to 107" (6x2s)
The old Orbit hack 33.9" to 104" (7x2s)

Biggest rear sprocket on anything is 29 and smallest chainring 26.
The straight through 13-18 on the Blower is a bit much if it gets into the Peak District but it was set up for level(ish) time trialling and road racing!
Otherwise apart from the Airnimal I can often use both ends of the gearing in a single ride although i'll generally ride in something @ 90" on level/rolling roads.
Convention? what's that then?
Airnimal Chameleon touring, Orbit Pro hack, Orbit Photon audax, Focus Mares AX tour, Peugeot Carbon sportive, Owen Blower vintage race - all running Tulio's finest!

Funny you should say that.
Two of my road bikes have 11 cog cassettes and i never ever use the 11 tooth or 12 tooth on either bike, and rarely use the 13's

Shimano Ultegra 11 speed - Available in the following Ratios:
- 11-23 = 11 / 12 / 13 / 14 / 15 / 16 / 17 / 18 / 19 / 21 / 23
- 11-25 = 11 / 12 / 13 / 14 / 15 / 16 / 17 / 19 / 21 / 23 / 25
- 11-28 = 11 / 12 / 13 / 14 / 15 / 17 / 19 / 21 / 23 / 25 / 28
- 11-32 = 11 / 12 / 13 / 14 / 16 / 18 / 20 / 22 / 25 / 28 / 32 <- The cassette type i have :|
- 12-25 = 12 / 13 / 14 / 15 / 16 / 17 / 18 / 19 / 21 / 23 / 25

The cassette ratios i would ideally love to have is:

13-32 = 13 / 14/ 15 / 16 / 17 / 18 / 20 / 22 / 25 / 28 / 32

Front double chainset 34/50 on summer bike / 36/46 on winter [and wet weather] bike

My winter bike has had it's supplied Ultegra 34/50 chainset swopped out for the 'Ultegra' cyclocross 36/50 which is far better fun to use in winter :D
