Interestingly, in view of the discussion of the current closure of Nailsea Wall, the whole area seems to be on a proposal for access only restrictions on motor vehicles (1), even including the Kenmoor Road dragstrip, which might explain why Sustrans have kept that in their retained network.
When I first saw it in the paper on 2nd April, I assumed that someone had forgottent to tell the Bristol Post that April Fools end at midday on the first, but it seems to be on the council website, apparently the real one, so it must be real.
I can see it as plausible, because keeping through motor traffic out is probably a benefit to the people directly concerned, those living in the area. What difference it will make presumably depends on what the current proportion of through traffic is, and how local users drive.
It seems possible that there may be local objections on Kingston Seymour lines, concering the danger of cyclists to local traffic. (2)
It is probably an idea whose time will come, but not for some time, longer than the Yeo sluice crossing idea has been in the works.

The date on that is 31st March. Isn't it the plan that was withdrawn "for revision" after public opposition?

I now begin to recall that I had probably seen both the notice and the Western Mercury article, and forgotten them, probably the April fool idea still dominated my subconcious.
I cannot find any evidence of an internet consultation, so consultation with residents is presumably off line and informal. The local MP is against it (1). I am not very keen on his idea of lanes as roads for elderly drivers. (1). The Tickenham roads group asked if it was part of a coherent plan with proper assessments, whether it would increase traffic in Tickenham and also for some Tickenham Roads to be included. (2)

I remember being shown an online consultation form at the time. I didn't fill it in because I don't live there and haven't been down there for a while. Sounds like it was dominated by the Tickenham Roads Action Group.
