You asked about licences and status.

Because they're motor vehicles the relevant legislation applies, and you need a licence:

" A 19-year-old woman riding an e-scooter has suffered life-threatening injuries after a crash involving a taxi.

Emergency services were called to the junction of Ilkeston Road and Alfreton Road, in Nottingham, shortly after 02:30 on Wednesday.

Nottinghamshire Police said the teenager was taken to hospital with leg injuries and her condition later deteriorated. The force described her injuries as life-threatening."

Arrgh so sad, the way it is playing out and partly the responsibility of scheme planners.

:? Maybe a cycling proficiency check prior to use, tragedy for families.
