I'd be inclined to move into the road to clear the cycle lane.

It is commonplace, the default, to obstruct the pavement with roadwork signs which are for the benefit of driver.

It is so daft that it makes me wonder if it was set up specially for the photo, may moved from a more sensible location but I could be wrong.

I'm not sure why anyone would think it was photoshopped - stupidity when it comes to cycle facilities is hardly a rare occurrence.

It could have been transmitting several messages of possible obstructions ahead and some clever ass decided to photo it on that particular one.
