In fairness, you'd have to say that this is copyright material that almost certainly shouldn't be on YouTube, although there seem to be a number of copies there. It's even linked from the CTC site.
There have been a number of discussions of it over the years, including this which has some background, and information on buying the film on DVD.
I've finally tracked down a way of getting the related "Cyclists Abroad" film, but only as part of a rather large set.

I`ve got on a freebie dvd from some years ago,perhaps from the CTC.It`s called CYCLEHERO.

It's part of a set of 2 DVDs of various British Transport promotional films issued by the British Film Institute on BFIVD715.
There are 6 films on each DVD and are digitally remastered from the originals which are in the National Film and Televsion Archive.
