Why? I have never understood this. Is it some special and impressive thing to do?

My pedals aren't big enough for both of my big feet.
I used to start off by putting right foot on right pedal, skooting along, then left leg up and over the back. Then one day I mounted the more conventional way, fell off and broke my hip. Since then I've been very very careful. No more skooting for me.

my dad always rode off down the road like that before swinging his leg over

I think people do it to look like a pedestrian. Easy to see why you might think that, you're walking alongside your bike and you put a foot on the pedal and lift your body up rolling along.

Isn't it just how you get on or off the bike?
You put a foot on one pedal, scoot along a bit with the free foot, then mount up properly.
Or when stopping, you swing one leg over (or through if you have step-through frame) and roll along until ready to dismount completely.

Not quite - usually you put the 'wrong' foot on the pedal. i.e. put your right leg on your left pedal then scoot with your left leg.

Hm. I don't do that. Don't think I've ever seen anyone else do that. YMMV, clearly
I do scoot a fair bit, mostly when with my 4yo on pavements or footpaths; so I can revert to walking at the drop of a hat if need be, or swing my leg over and start riding.

British Postmen used to do it too . Now they've scrapped there bikes
Think as a method of setting off,Scotting comes from the days when bikes came in any colour so long as it was black and tend to have one gear and be quite heavy , it was a good way to get them rolling.

In my youth the scoot-to-mount method was universal when setting off on a sit-up-and-beg utility bike. Much scorned by 'real' cyclists, such as I then fancied myself to be, who believed an elegant swing of the leg from a standing position to be a sign of superiority.

I used to do this when I was 12! I still do on occasion to show off at the bike shelters at work
