The tone of that report is worrying. It makes the point three times that the traps are indiscriminate, and could affect non-cyclists. So what? Would it be OK if that weren't the case?

I dont think that was intended. Just a way to suggest the matter affects every one so that people who are not cyclists cant shrug their shoulders and say "well dont affect me"

well I would hope that would be taken into account?

And as stated in the link it's not only cyclists at risk from the actions of these morons,it's a wo/man trap someone stepping that could do themselves serious injury that's before we even consider the animal life in the area.
This was one very determined and mindless moron.

Mmm how does a plank of wood "just" happen to get about 100 nails in it and find it's way onto a trail?

The second line of your post does have a point though as this has been happening on and off since the 90s
There was a stupid old git who was fined for putting a washing line at head height across the Trans-Pennine Trail in Grenoside Woods a couple of years ago.....to deter Moto-X riders No thought for the (legal) MTBers and Horse riders

There is a mobile safety camera near me, camouflage grey, been at the same place a few days, I rejoice when I cycle by it the way to work

Whilst I can't deny that some of these"traps" are potential very dangerous I do think that the intention to harm is usually over estimated.
The nail board would probably, and in the mind of the "owner", only puncture.
Rope across a path would probably be visible and slow fast riders down, probably the intention. Same with a pile of rocks, if it wasn't actually a poorly constructed jump.

In no way am I suggesting these are OK but I can see the possible thoughts behind them. Might even be non thinking kids. As a primary school kid interrsted in prehistoric hunting I used to dig pit traps to catch anything that fell in . A pensioner would have been hilarious at the time.
I suspect that there are a result of someone being scared or annoyed at irresponsible use. When you see a lot of these in a row they are often ( not the nails) done by horse riders creating mini jumps for young horses.
Finally thee location and nature of the obstacle has to be considered. Barbed wire 4 feet above a tarmaced cycle way is somewhat more serious than a few logs across cheeky MTB paths.
