Ours was £19.99 from e bay and clamps to the tow bar. It has two additional straps that support the upper section and carries the e bike and my bike without issue ... Top kit ... Or you could buy the same rack from Thule for £90 ... In regular use for over 2 years ..

Thanks to all who made suggestions to my original question.
I bought a Thule Velocompact 925 2 bike carrier that will carry the weight of my wife's Ebike. Minimal assembly from the box and sits tightly and securely on towbar.
Excellent so far.
Ordered 'Click and collect ' from local Halfords at 10.00 am Monday and they phoned at 12.00 on Tuesday to say it was ready for pick up. Used my CTC voucher for discount and ticketyboo......
Very pleased and it looks the part too.

Although a few months since my initial question I can now say how my purchase of the Thule Velocompact 2 bike tow rack performed.
Absolutely brilliant.
A very 'negative' friend of mine didn't believe that just a towbar attachment would be sufficient to hold and balance the weight. How wrong was he? Once locked into place on the tow bar there is no way the rack will move , sway or budge at all. Easy to place the bike on the rack and with the locking bars that come with this particular rack both bikes were solidly stable. I have a Ridgeback voyage touring bike and my wife has a Pendleton Ebike which weighs in with battery attached at 24 kgs. No problem at all.
We traveled in all over 450 miles and didn't notice the bikes at all. No more hoisting onto an iffy frame contraption attached to the boot lid and that constant rear view mirror worry to see if the bikes were in bits 100yds behind on the road.

Would thoroughly recommend Thule.

Towbar mounted carriers are a definite step up from strap-on racks in general.

Yep - and with more and more cars having plastic spoilers over the rear window you can strap the old-style hatchback racks on.

I'd rather add that a 2-rails tow bar rack is likely to be the best solution also for a foldable tandem because:
1. it's very stable, reliable and safe
2. it makes it easy to load at once even heavy stuff like a 30kg tandem
3. its rails are spaced enough also to accomodate the two wheels of the folded tandem

in the picture below my Thule-EP915 max load capacity 60kg
