The specific claim:

"This graphic depicts the probability of AIS 2 Injury (BrIC) at a 6.2 M/S 45° angled impact, comparing standard foam helmets and the same helmets with WaveCel inserts."

And the probability given is:

Standard foam: 69%
Wavecel 1%

This seems a rather disingenuous claim in that it is not claiming to prevent 99% of concussions, only at at their specific and arbitrary tested parameters it

Fairly obviously like any other helmet it will be completely useless in many scenarios.

They have a study which says

reduced linear acceleration by 14%, rotational acceleration by 34%,
and neck loading by up to 32% compared to a traditional EPS bicycle
helmet. In combination, these findings suggest that elastic suspension of
a properly designed cellular structure has the potential to reduce ro-
tational acceleration and brain injury risk. These impact performance
gains of CELL group helmets came at a cost of a 36% increase in helmet
weight compared to CONTROL group helmets. Since helmet weight is
critical for consumer adoption, integration of CELL technology into a
consumer product should focus on minimizing the associated weight
increase. "

'Heavier helmet more effective' doesn't seem that surprising to me.....

But there can't be much room for improvement, because existing helmets are so effective?

It's all well for stopping external injury and bruising, but it won't stop the brain inside the skull from being flung around inside by the G forces during any big crash, which causes concussion.
So maybe it's an improvement, or marketing speil?

Looks to be marginally less safe with a likely higher accident rate but potentially more protective in rotational terms.

Now MIPS, who license a technology with similar anti-rotational goals, are saying that they can't reproduce these results
