Non working second hand giant bike

I’m new to e bikes but i’m a lady who would like to improve my fitness. I am struggling to afford the £1500 plus for a new e bike which needs to have a small (15 inch to 16 inch) step through frame. My budget would be closer to £800.

I have seen a second hand giant prime 2016 but it’s not working. Would anyone think it’s worth risking buying it to be fixed professionally? If so what would you think is a reasonable price?

Or ebikes-direct have the Cyclotricity Sahara for as low as £649; more with better battery. https://www.e-bikesdirect.co.uk/electri ... -frame-7ah I think Cyclotricity may have gone to the wall, but that uses pretty standard parts if you have issues.

A used non working ebike is only worth scrap value, why does is not work is the big question ?
Unless you have general electrical knowledge then not worth touching especiall if it is a closed system like Bosch,Yam, Steps etc.
