What do you mean by that? One of the places in gaz's link is Positive Youth in Selby that have a bike loan service for youth in the Selby district. Doesn't that count as putting the to use? Or is it not local enough?

Halfords have a bike re-cycle partnership scheme, nearest drop off may be a bit further than you wanted.
