Joggers with earphones blaring are definitely the worst, they can be completely oblivious even if you're sat behind them loudly ringing the bell and you just have to wait for a wide spot to pass...can sometimes enjoy the view though.

Every cyclist should have a bell though, I have been left raging a couple of times with lycra yobs pushing past me (on my bike) on a single track path without a word or a bell.

Does the 10 commandments for drivers help?

You shall not kill.
The road shall be for you a means of communion between people and not of mortal harm.
Courtesy, uprightness and prudence will help you deal with unforeseen events.
Be charitable and help your neighbor in need, especially victims of accidents.
Cars [bicycles in this case] shall not be for you an expression of power and domination, and an occasion of sin.
Charitably convince the young and not so young not to drive when they are not in a fitting condition to do so.
Support the families of accident victims.
Bring guilty motorists and their victims together, at the appropriate time, so that they can undergo the liberating experience of forgiveness.
On the road, protect the more vulnerable party.
Feel responsible towards others.

Yes but, those entitled cyclists complain when drivers expect them to defer, to get out of the way, and hoot and close pass if they don't.

I'm sure some do, which demonstrates the point that we're all just people.

If one used a very loud sudden noise it might cause someone to panic and spontaneously resort to violence
