Looks like a narrow gauge railway, difficult to tell from the perspective, with a crossing ahead and possibly an electric substation on the right judging by the telegraph poles, and the shadows suggest the hills are looking towards the west but depends on the time of day when the photo was taken.

I doubt that it is Wales.

So that leaves Scotland. Which I don't know very well at all.
