Why ??

Unlike a "standard" HPV machine, it's a single speed bike.
So you need to get it above a certain speed to reach your minimum usable cadence, +100 mph, hence the tow.
If your below this speed then you cannot generate enough power to keep turning the pedals. This is what happened on their first attempt.
Once above this minimum speed as long as you stay in the air pocket, you can then increase your cadence to increase your speed up to your maximum cadence.

One point to note is that the 174mph was measured at the end of a standing start mile (see picture in this BBC link). The article also mentions an intention to go for the absolute record, probably next year.

I read the airfield was too short to go for the outright record.

I imagine the gear needed to pedal at 184 mph would be so big that it would be impossible to get it turning from a stop.

For me it would simply be a matter of reaching 90rpm in top gear* (about 20mph) and then winding it up to 847rpm .

*By the standards of many my tourer is under-geared.
