But if the legislators imagined that any "safety" driver could intervene in real time in an emergency situation they are deluded. A safety driver would be able to do things such as bring the car to a stop if it headed the wrong way up a one way street - or started driving cross country. Not to react quicker than a computer to a real time emergency situation.

This is getting even more absurd - you are imagining playing a game of "spot the difference" on a high speed video. That kind of task involves system 2 thinking (ie slow conscious and deliberate) - "immediately" in these terms means several seconds - longer than it takes from first noticing and object to colliding with it.
