Back to the case in point regarding the little girl.
The helmet killed her. The fact that she wasn't cycling, is an irrelevance.

And thus in relation to helmet use for cycling, the unfortunate incident is in itself an irrelevence.

I sent my own kids out to play many times with clothing inappropriate and potentially dangerous for tree climbing. They sometimes went out with wellies on, great for the activity of den construction that they did under the trees near our house but not for climbing those trees. They went out with baggy coats that kept the wind off on cold days and allowed them to get outdoor exercise, but those coats could again be hazardous if they got snagged up a tree. And yes, they did go out with lids on sometimes. If I had seen them tree climbing I would have told them to ditch the lids, but parenting is an inexact science and it does involve taking risks. I didn't normally know when my kids were going to climb trees so I don't remember making sure they were kitted out to do it with minimal risk. Should I have made sure they never went out to play with baggy clothing, with wellies or with a cycle lid?

I've been surfing the 'net on and off these past few days on this subject, and I can find kid-specific bike helmets with green clips that are designed to quick release. Stiga for instance.

It so happens, that we were in a store this afternoon and they had a bike department.
I went over to look at the helmets.
Some were labelled Kids Helmets, and I took a couple out of their boxes and had a good look. I took photographs and also tried out the clips.
Not one of them would release no matter how I pulled and none had green clips.
Note that they don't have CE 1080.

Had a look at Halfords helmet offerings for kids, there are 74 different models so just took a look at a few and found a toddler's helmet and a 4 years+ helmet showing the specific model's EC Declaration of conformity, both just referring to EN 1078

Parents who buy these are unsuspecting of the issues. They see a CE EN standard, and they believe it to be correct. I too would have been happy to buy those ................... but now we know ................
Personally, if I were to buy a helmet for myself or anyone, I would source a green safety buckle and modify the straps to fit it.
If a helmet is going to save your bonce form being bashed, it better not strangle you at the same time .......... no matter how unlikely that scenario may be.
Can you buy these green buckles separately?

Another idea of mine was to go to a major outlet and speak to the manager. Halfords for instance.
Maybe write a nice but strong letter to the major helmet manufacturers.
