There’s a post on another forum with the fix. Looks like there’s a spacer missing from the rear mount. Pretty impressive spot for the poster. Power of the internet! :D

Not so, I've got the rubber spacers in question I just didn't include them in the photo as balancing them plus bolt and taking a photo was too much trouble. The rack is still short and the angle of the bolt hole is still off with the boss. Thanks for suggestion anyway

Well the silver lining is, it gives me an opportunity to use my Dremel stand :)

Well in the end I got my Dremel out and turned the hole into a slot the only way I was going to get this damn luggage rack to fit.
