It is the new design smart signage system. It says keep the junction clear, and putting the yellow sign in the cycle lane keeps the junction clear of bikes.

It is quite good really, or would be if they just moved the sign to the other side of the wands & mounted it in a big concrete block.

or painted the cycle symbol to the right of the wands to enable cyclists to keep socially distant from pedestrians.

It's just to help cyclists get used to the properly designed, permanent infrastructure being built on Leith Walk:
In response to criticism the official Trams to Newhaven account said: “There needs to be a balance between the needs of motorists, cyclists and pedestrians and compromise is sometimes needed.
“We would advise cyclists to be aware of their surroundings, including street furniture and pedestrians, however signage will be adjusted ahead of the cycle lane becoming operational.”
