Rapid Cycle Prioritisation Tool

I have been looking at the Rapid Cycle Prioritisation Tool here:

This is to inform bids for Tranche 2 of the DfT Emergency Active Travel Fund e.g. for adding new cycleways. I was curious how important or useful this tool was. I have fed back some comments of my own to the authors. How useful do folks feel this tool is?

It is better than nothing but doesn't seem very good in this area (Bolton).

The purple "cohesive network" fizzles out before it joins population centres up with Bolton centre & the only "Top ranked new cycleways" is on a dual carriageway (A666 St Peter's Way) completely missing out another part of the borough. The old road that the DC bypassed would be much "topper" & link Farnworth to both Bolton & Salford/Manchester :D

Wigan doesn't look any better but my knowledge isn't as extensive.
