You can just about make out the edge of the car on the left; on the right it's perhaps less clear due to the open doors. The edge of a rear light cluster is also just visible on the left, below the rearmost bike's cassette (grey, probably a Carrera). One or two bikes wouldn't project much if it all but with four, one projects a bit here, another a bit there, because they don't overlap perfectly.

It seems to me that this is yet another example of policing by social media. Is it effective? Well, at no public expense it's been republished in one of the local rags and got even more airing on here. Whether it influences anyone's behaviour is moot.
It may impress those who are impressed by this sort of thing, but as suggested in the HMI's recent report, offenders know the score. Indeed, if you like to get in the paper and brag about it, this is one way to do it.
I've not googled recently, but in the past I've come across queries on motoring websites looking for what cyclists used to call "bobby dodgers" the cheapest way of almost conforming and sufficient to satisfy the police. In particular, I've seen several warnings about travelling to cycle-loving France, the point being that in spare moments from escorting the TdeF and similar cycling events, apparently those cyclist-loving motards lurk around the French channel ports waiting to trap unsuspecting Brits with non-conforming rear-mounted bike carriers.
