Hmm - the refusal document is 'unavailable at this time' - Does that really mean 'we don't want people to see it' or 'we're looking for other words of explanation, but will still refuse'???

That's one of the points that interested me. It's not prominent in the application, although it is mentioned in the correspondence.

The 285CBD1A85125126ABFB2D11DE79DB93 in the link is a session code and expires. You have to follow the link to it from the planning application documents page. It's a stupid bug and hinders discussions of applications but lots of councils still use that system.

Not a bug at all, you just need to provide the link to the place where people can agree to sell their soul for a peek at the document.
A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.

The officer's report states 24% ramblers, bikers and fishermen. The application also uses "bike"
Maybe an additional proportion of pedal cyclists and women who fish? :) Anglers IME drive because of the amount of kit, although there is one locally to me who cycles towing a trailer

I fly fish and often do so by bike, 18 miles each way to a stillwater. I have a choice of three. The river is a mile away. I am a minimalist angler.

Indeed, but this is already an angler's destination, so I'd assume their parking to be a different matter. The proposal isn't likely to increase the traffic from anglers.
On the face of it, it seems an extraordinary rejection, hopefully it will be appealed and given more consideration.
