If they do it's pretty slowly.

Probably best stored cool and in the dark.

I've twice bought cheap tubes and both times regretted it, once an obscure to me brand I've forgotten from York Rally, four for a fiver I think, had two valve failures and didn't use the other two. Then some Nutrak ones from PX, that I think were £1.99, the spare I'd been carrying had a manufacturing fault along the seam, no amount of cheap made the long walk home from work at 2am worth it (Though it wasn't their fault the glue in the repair kit was also solid)
I'm now exclusively on Schwalbe tubes, lightweight ones on my best bike and standard on the others. I don't know how often I buy them, probably less than one a year, not often enough to be concerned too much with the cost. And I'll never again carry an untested tube of any make.

I keep my stock in a cardboard box in my little room at the back of the garage and in twenty years of doing that I've not had one tube degrade. I am sure I have used some five years or more after purchase and with no hint of any change in their condition. Cool and dark are indeed advisable for long term storage.

Its not widely advertised in store and i'm not sure if you can get 4 mixed sizes in the offer or whether it has to be 4 of the same.

You can mix them and get a cycling UK discount.
