Tier 3 Restrictions from 2 December

The more I read this, & the more I think about it, the more confused I become. Are we allowed to exercise solo only (other than with household), with one other (as currently under lockdown 2) or in a group of up to 6?

Depends on the location - no-one outside your household bubble in a private outdoor space, 6 in a public outdoor space.

I can go to a gym and pedal a stationary bike indoors 3 feet away from a stranger pedalling another stationary bike.
I assume this means I can go to a road and pedal a moving bike outdoors 3 feet away from a friend pedalling another moving bike?

There was a running group in Lancaster that was probably 9 people. Each row of 2 or 3 people was distanced from the other rows but within reach row they were shoulder to shoulder. All looked like they were probably a university staff running group, or perhaps that's just me thinking that because they looked like well paid, middle class people in the latest hi viz running kit.

What amuses (or not) me is that I can work all day in a primary school at close proximity to a fellow class worker yet can't go for a pint with them. Ah well :roll:

Apart from the very top (which is perhaps the same as everywhere), my impression is that university staff are not particularly well paid. Certainly can get more doing other 'middle class' professions.

Yea it's not clear from the guidance but looks like the exercise with one other is gone for tier 3 in terms of road rides unless you stuck to laps of a suitably large public park, however a group of 6 mtbers could still easily go for some fun their local forest park based trail centre it would appear...

Will likely have to await publication of the actual SI for concrete info, might be that the meet with one other for exercise is still in the exemptions list.

The Rule of 6 applies outdoors in a public space, which includes the countryside. So you can meet and ride with 5 others, but you can’t stop at a cafe and sit inside, if you are in Tier 3. You can get a takeaway but you can’t consume it within the premises of the cafe, so even if they have outside seating, you cant use it. You could get a takeaway drink and go and sit in the local park, as a group. But whether you would want to do that in the current temperatures is another matter.

In tier 3 it only applies to a limited subset of public places, which basically excludes roads that are not otherwise located in a park/estate.

In tier 3:

you must not meet socially indoors or in most outdoor places with anybody you do not live with, or who is not in your support bubble, this includes in any private garden or at most outdoor venues

you must not socialise in a group of more than 6 in some other outdoor public spaces, including parks, beaches, countryside accessible to the public, a public garden, grounds of a heritage site or castle, or a sports facility – this is called the ‘rule of 6’


I don't believe that 'countryside accessible to the public' is meaning anywhere in the sticks here but things like national parks and commons etc

I can't believe running is a more expensive passtime than cycling.

I wonder if the problems are going to be around movement. The first lockdown included restrictions on going out of the residence for other than permitted purposes and a lot of fixed penalties were issued especially in N Yorks, although Dom got under their radar or rather VDRS. Subsequent reports suggested that a lot of FPNs were wrongly issued for things like breaches of guidance.

I've not seen the latest regs but they seem to be more about what can/cannot open and who you may meet.

No but you can run in anytp cheap thing you've already got or spend a lot like with any outdoor activities. It looked like they had top price kit not Aldi kit.

We were in Tier 3 before lockdown and “the Countryside” means just that - any where that is not in a built up area. I’m surrounded by countryside but miles from a National Park.

Accessible to the public means roads, footpaths, bridleways, village greens, commons, canal towpaths, etc - anywhere that is not private land. So a bike ride in a group of 6 on country lanes is fine.

Why would the government limit it to National Parks/park estates, etc. That would mean that everyone would flock to those places to do their exercise, creating more crowded areas. That’s the opposite of what they are trying to achieve.

This is my expectation too, but we will have to wait to see the regulations to confirm this. They are not published yet (of course! This is the Dither And Delay Government, after all) but there is a slot in the Commons calendar for their approval on Tuesday afternoon.

My main concern is that one district in KLWNBUG's area (South Holland) is Tier 3 while the rest (including our usual start points) are Tier 2, so even though that seems a bit odd and like South Holland has been dragged into the highest tier by Boston and Grimsby, I'm not going to be riding west until next year at the earliest.
