Legality of various locomotion types and fairings

Hi All, Google and the high way code are rather vague on some topics, so was hoping someone would be able to give a couple of links to more reliable resources:

No 1, the row cycle (http://rowcycle.de/en/) would this be legal for use on UK roads?

construction and use regulations, and the highway code only appear to reference 'pedal cycles', which I understand extends to hand cycles also, but there doesn't seem to be a lot a guidance about what is required aside from brakes and reflectors/lights.

No 2, Fairings and body size / footprint requirements.

None of the resources I looked at covered any limits of size or dimensions of a bike or trike, or any limits for footprint, so while unreasonable, something like the pedal powered porsche (link below) doesn't appear to break any UK laws or guidance, is that correct?

1) Looking at the video, I don't see why it would not be legal. Rowing bikes have been available in the UK in the past, though they've never had much market success.

2) Fairings are fine. I'm not aware about specific limitations & would probably ask someone who fits them on recumbents in the UK.

I'm not an expert & would recommend asking the designer, or someone who was part of the project.
