According to reports I've read online TfW/ British Transport Police, thieves stoles a mini digger and then abandoned it on the tracks. When a train collided with a digger it caused a serious fire on the train. Thankfully everyone was evacuated unharmed but the line was completely closed for some time & it has caused extended knock-on disruption to services. I can't comment much on South Wales TfW services, I've not been that way on a train since 2012, but around Chester are they are generally boringly reliable. Including recent rips to Birmingham (with a bike) & Telford (out)/Shrewsbury (return - both ways with a tandem). The worst I've had recently was meeting some folk for a ride starting near Runcorn East on Sunday morning & the train they were on out of Chester was delayed by around 20 minutes.
