Have you tried a 85 deg (or135deg depending on how you look at it) noodle, it might be better than a 90 deg noodle.
Also have you tried altering where the top of the brake arm sits? ie, fitting the pads with the fatter spacers on the inside, then with the thinner spacers on the inside. I suspect thinner spacers on the in (wheel) side would be better.
A short bit of outer can work well if you get it just the right length.
