Whats This? Bee-Wasp-Possible Bird.
Hi,
First thought it was the wasp nest.
But now I look at the picture I would say possibly bird?
Got to be a bird because it's a grass grass stuffed up there.

Almost certainly a bird. It could be a Cliff Swallow (v. rare in the UK) or House Martin (much more likely)
They'll return and might use the same nest next year. If it's your property protect the electrical box because it'll be covered in poop and maintenance disturbing the nest could be illegal

Looks more like a Swallow than a House Martin.
Is it inside or outside?
House Martin usually nest outside under the eaves:-
Whereas Swallows usually nest inside barns/sheds etc:-
House Martins access the nest via a small hole whereas Swallows nests are open topped.Dozens of them in the barn on the farm where my parents live.

It's outside but under the decking.
Plastic socket is sealed so I doubt it would be affected by poop.

I still wonder if it’s fieldmouse.

Location, location, location...birds tend to nest either higher or on the ground
What's the nest made from? Mud suggests a bird, grass, etc either bird or rodent and papery is likely to be an insect
Egg shells or poop anywhere nearby? Fresh mouse poop is commonly like small, black grains of rice, becoming lighter in colour with age. It's also full of nasties belying its size
