I am reassembling my SA X-RD8(W) 8-speed drum-braked hub, and have run into a problem when tightening the LHS cone adjustment washer. This washer is component #2 in this diagram ...

Fine, except doing that without holding the washer tends to (over)tighten the cone. In years gone by, that washer would have had flats and you'd have used a cone spanner to stop it turning. But slots?
And even if I wanted to, there isn't enough width to use a pipe wrench or mole grips.
So, does anyone know what kind of tool to use to grip this type of washer please?
