Dickens skewered this bureaucratic evasion in the Circumlocution Office in Little Dorrit.
And of course Kafka, who was an insider, has given his name to this dense wall of obfuscation that dead bats the public.
Anybody who has tried to chivvy officials into improving cycle facilities knows this sensation well.

What's wrong with the lamp-post at the left of the pic? There's another one a bit further away across the road, and it looks like the red sign with its back in the middle of the pic may be on 2 legs which would do for locking to, a little less conveniently.
