Dear Sir,

The Department for Answering Questions is a department for answering questions. However, as your question concerned the Department of Questions, it has been forwarded to the Department for Answering Questions about the Department for Answering Questions. They will answer your question and in keeping with protocol, as they are a separate department, we are unable to answer your question about the Department for Answering Questions. We are also unable to answer any questions about the Department for Answering Questions about the Department for Answering Questions, being as it is a separate department.

I do hope this clarifies the matter.

Yours sincerely,

Dickens skewered this bureaucratic evasion in the Circumlocution Office in Little Dorrit.
And of course Kafka, who was an insider, has given his name to this dense wall of obfuscation that dead bats the public.
Anybody who has tried to chivvy officials into improving cycle facilities knows this sensation well.
It's the same the whole world over
It's the poor what gets the blame
It's the rich what gets the pleasure
Isn't it a blooming shame?
