NSW, assessment of their helmet law

Research data from 1991 to 1993 is used to show overall safety reduced compared with cycling levels.
Between 1991 and 1993 cycling levels reduced by 35.4%. Using arm injuries as a proxy for cycling accidents, they should have reduced from 660 to 426. By 1993 they were 839, 97% higher thanwould be expected. Head injuries also should have reduced from 590 to about 381, however, they increased to 635, 66% higher than would be expected. Cycling safety was reduced substantially with higher head and arm injuries.

Does Colin Clarke have a new affiliation with Cycling UK? Because of course they explicitly denied this, as discussed in multiple previous threads.

Had a quick look. No Methods section. Data keep being introduced into the narrative without saying why. This is a pity because there might be something of importance in there but it's impossible to tell.

Clarke is listed showing a connecting with Cycling UK, this has been discussed previously,
Researchgate requires authors to disclose their affiliations.

The important of NSW research is that for the first two years accident data can be compared with cycling levels.

Table 10 has arm injury data.Page 9, part 'c'.
Best to read the paper in full to understand the topic.

If he doesn't have a new affiliation with Cycling UK that heading is a false claim of one. Cycling UK put it in writing that he doesn't. As previously documented in this forum. And alternative wording that would avoid making a false claim was suggested.

CTC changed from RTR (that had been going for about 20 years) to CAN and it may have been some time for Clarke to registered on CAN, so it could be he was not listed when Jonathan made inquiries.
