It's a type of frame that isn't a track frame. Often used to be written as road/path.

^^^^^^^. Not really. It needs to have mudguard eyes and mudguard clearance to be the allrounder that road/path frames were. I have had 3 since 1969 and about 3 track frames (with front brake fitted for time trial use like that above). Here's an example from the early 1960s.

So, was it intended as a machine to be used in both road and velodrome (path) racing, as opposed to being super-finely optimised for one or the other?

road path frame front and rear brakes track ends but with mudguard eyes single speed

I'm not really understanding the idea of a singlespeed with track ends that also accomodates mudguards. I've got a singlespeed but a full mudguard on the back is just a hassle when you get a puncture, trying to get the wheel out. An old road frame with long horizontal dropouts allows for adjustment to take up chain slack whilst presenting no problems getting the wheel out with mudguards.

I fitted those easy release front mudguard safety clips to the rear to answer this difficulty.
