They're planning an £81m redesign of the Army & Navy roundabout in Chelmsford, how on earth can it cost that much? They've already spent £11m and it's not even guaranteed that the project won't get scrapped anyway yet. It looks an overcomplicated dogs dinner to me, and I'm wondering how much it would have cost just to repair the flyover instead of demolishing it.

£81m, wow. What's that for.
There was a time when the Army and Navy roundabout was the core of the transport system, with the A12 going round it. Those days are long gone. I avoid the centre of Chelmsford now. Easy to do, A414, A131 and A12.
I thought Southend was bad when they spent nearly 5m on 2 'improvements' to the Tesco roundabout.
Still you can't beat the new Lower Thames Crossing. £800m and not a sod turned.

Just the shortcut through the island along the line of the flyover in essence. I spent 5 years queueing for 2 miles to get across the A&N every morning after the built the flyover but before the new bypass. I don't know how much difference the bypass made, or the subsequent growth in traffic, or the removal of the flyover, but prior to the bypass it was one of the most notorious bottlenecks for miles around.
