...the cell struggles more with charging and can get hotter and hotter. [...] An old heavily used battery pack is far more likely to fail and lead to fires.
It would be useful to have some references explaining that. My guesstimate was that charging a new cell pack would heat it by 1 or 2W/kg and that if an old one heated at 8W/kg it would get gently warm.

Certifying used electric bikes... perhaps the cheapest way will be to recycle the old battery and fit a new one (which is where products like Gouach battery come in). The Common Charging Directive (USB-C) is going to look pretty silly unless the EU succeeds with its proposals for micromobility battery recycling, so at some point the ebike industry will probably have to drop the voodoo about every new ebike model needing a tied proprietary charger.

There is a paper here that explains how internal resistance increases as cells age and of course as internal resistance increases the cell heats up more through normal use before it finally fails. However its commonly known that resistance increases as cells age and BMS circuits are designed to monitor and adapt to failing cells but surely they can only do that for a short while, initially they adjust the charging rate for those cells to a slower rate, so when you charge a battery pack to 100% the last bit of charging is the cells that are already starting to fail. It's rare that anything doesn't get closer to failure with use and extreme levels of use will get to that point much sooner. Some of those very small capacity battery packs that are discharged close to their maximum discharge current per cell can get really warm and that is before the cells have had time to age and increase their resistance.
