However there is the charge of 'furious cycling' which relies on the issue that a cyclist may have been cycling too fast for the road conditions/care of other road users.

and of course cyclists should not break speed limits - I wish they would put speed limits on shared cycle paths and enforce them too - too many cyclists treat pedestrians with the same recklessness that cars treat us on the road.

How can "people" (all of them) be advised of a safe speed, since their vehicle-piloting abilities will vary enormously and none are ever taught (even by their own experiences) what the dangers are that their speed will amplify? Frankly, a large proportion of vehicle pilots are not up to the task. Witness the enormous number of crashes, maiming and deaths each year on the roads. They need a severe education; or just banning as inherently incompetent.
Speed kills (and does a long list of other damages, from maiming for life to gobbling 5X the fuel needed to get from A to B).
