Government Spending Review email & web page

Reference the email received today from Cycling UK (the email was from a 'no reply' address, hence this post):
'This is our chance to boost investment in cycling'

It links to this page:

It's impossible to get to the actual consultation page (on gov.uk presumbly?) without giving personal details to Cycling UK that I do not wish to supply. (The original email link is already populated with personalised cookies anyway, which I have removed above - but whatever!)

I don't know if anyone from Head Office reads these forums, but it would be smart not to completely lock down the link to the consultation page. Currently that means one less comment - from me, which would be a shame.

I have had a general search, but I can't see the gov.uk destination page.
If anyone knows it, please could you tell me?

So don't - Joe Bloggs, John Doe, No Name are all perfectly valid.
And Jan 1st 1970 is a common date (it's the zero time for computer timestamps).

As for an address, I know *loads* of people who live at a) the address of the organisation they signed up with or b) London SW1A 1AA
A shortcut has to be a challenge, otherwise it would just be the way. No situation is so dire that panic cannot make it worse.

And yes, my brithday is definitely 1/1/70. My favourite date since I'm in IT, the beginning of Unix time.
It just p*sses me off that Cycling UK wants to gather stats without an opt out.
